By Zoila Palma:  The Ministry of Immigration, Governance and Labour, through its Labour Department, is advancing the development of Belize’s National Employment Policy 2027–2031 through a three-day stakeholder consultation workshop held from November 3 to 5, 2026.

The workshop was organized in collaboration with the International Labour Organization (ILO), with funding from the European Union, and brought together national stakeholders to help shape the country’s employment priorities for the next five years.

The opening ceremony featured remarks from Chief Executive Officer Tanya Santos and CEO Valentino Shal of the Ministry of Rural Transformation, Community Development and Local Government.

Minister of Immigration, Governance and Labour Kareem Musa delivered the keynote address and officially opened the workshop. Abdelmalik Muhummed, Employment and Labour Market Policies Specialist with the ILO Decent Work Team and Office for the Caribbean, also introduced the objectives and consultation process.

Throughout the 3 days, participants examined eight key policy areas, including youth employment and the transition from school to work, women’s participation in the workforce, skills development, productivity, job quality, formalization and foreign labour. Discussions also addressed the inclusion of underrepresented groups, workforce development and labour market governance.

The final day focused on identifying policy priorities, institutional responsibilities, implementation gaps and the resources needed to put the proposed policy into action. The consultations provided an opportunity for stakeholders to share experiences, identify challenges and make recommendations toward developing a comprehensive employment framework that responds to Belize’s changing labour market.

The Ministry acknowledged the leadership of Labour Commissioner Rissela Dominguez Patt and the Labour Department, as well as the technical assistance provided by the ILO and financial support from the European Union.

Special recognition was also given to CEO Valentino Shal for his early vision and support in initiating the policy’s development.
