After 4 months on remand awaiting psychiatric evaluation that never happened, Harold Palma set free for time served; GOB still has no psychiatrist for evaluations while dozens more remain stuck in the system

By Breaking Belize News Staff: A 37-year-old man described in court as mentally unstable has been released from custody after spending more than four months on remand awaiting a psychiatric evaluation that never materialized.

Harold Palma exited the Belize City Magistrate’s Court on Tuesday, May 5, 2026, a free man after pleading guilty to aggravated assault. He was sentenced to four months’ imprisonment but credited with time already served, resulting in his immediate release.

Palma had been on remand since January 2026 after a court-ordered psychiatric evaluation was deemed necessary due to concerns about his mental state. However, the evaluation was never conducted, reportedly due to the Government of Belize currently lacking a psychiatric doctor to carry out such assessments on prisoners.

Senior Magistrate Mannon Dennison determined that Palma demonstrated sufficient understanding of his actions and noted that he had already spent over four months in custody awaiting the evaluation. Given the circumstances, the court imposed a sentence equivalent to time served.

Outside the courtroom, Palma repeatedly expressed that he had been detained for months and simply wanted to go home. However, questions remain about his living situation and access to medication. Palma, a Honduran national who has lived in Belize City since age 11, indicated that he may stay with a brother residing in the city.

The charge stemmed from an incident in early January near the Novelo’s Bus Terminal, where Palma allegedly assaulted Police Constable Alleyia Wade with a knife. Police reported that Palma was seen behaving aggressively, brandishing a blade at bystanders before turning it on the officer and making threats. Officers were eventually able to disarm and detain him.

Earlier court proceedings had highlighted ongoing delays in securing a psychiatric evaluation, with Palma himself questioning how long he would remain in custody. At one point, he told the court he had been given medication that caused adverse effects.

The case has drawn attention to systemic gaps in mental health services within the prison system, particularly the lack of qualified professionals to conduct court-ordered psychiatric evaluations.
