Belize cannot keep depending on others to run its country

By Horace Palacio: Once again, Belize finds itself in a familiar position.

Uncertainty. Pressure from abroad. And a critical national system hanging in the balance because it depends on outsiders.

The situation with the Cuban medical brigade is not just about doctors. It is about a deeper problem Belize has refused to fix since independence in 1981.

Dependence.

For decades, Belize has relied on external support to fill critical gaps in its own system. In healthcare, foreign doctors have become essential, especially in rural areas. And now, with international pressure mounting and other countries already sending Cuban doctors home, Belize is once again exposed.

This should not be happening in 2026.

After more than forty years as an independent nation, Belize should have built a strong, self-sufficient healthcare system with enough trained Belizean doctors, nurses, and specialists to serve its own people.

Instead, we are still asking what will happen if external support disappears.

That is not strategy. That is vulnerability.

And it goes beyond healthcare.

Belize has developed a dangerous habit of reacting instead of preparing. Waiting instead of building. Depending instead of developing.

Every time something shifts globally, Belize is caught off guard. Whether it is energy prices, food supply, or now healthcare, the pattern is the same.

We wait until the pressure comes, then scramble for solutions.

That is not how serious countries operate.

Serious countries plan ahead. They invest in their people. They build capacity. They reduce dependence over time.

Belize has had decades to do exactly that.

Why did we not invest aggressively in medical education?

Why are there not enough Belizean doctors to meet national demand?

Why are rural areas still dependent on external support?

These are not new questions. They are old failures.

And here is the uncomfortable truth.

Belize must stop behaving like a begging nation.

A country cannot build dignity, strength, or long-term stability while constantly relying on others to sustain its most critical systems. Assistance can help, but it should never become the foundation.

Because the moment that assistance is threatened, the entire system becomes unstable.

That is exactly what is happening now.

If the Cuban brigade is removed, the public health system will feel immediate strain. Rural communities will be hit the hardest. Services will be stretched. Pressure will rise.

And Belizeans will pay the price for decades of underinvestment and lack of planning.

This is not about politics. This is about national responsibility.

Belize must use this moment as a wake-up call.

Invest in training Belizean doctors at scale.

Create incentives for medical professionals to serve in rural areas.

Build partnerships that transfer knowledge, not dependency.

Strengthen healthcare infrastructure long-term, not temporarily.

Because the real issue is not whether the Cuban doctors stay or go.

The real issue is why Belize is still in a position where that decision can shake the entire system.

After forty years, that should not be the case.

Belize must decide what kind of country it wants to be.

One that stands on its own.

Or one that continues to wait for others to hold it up.
