Rowland is described as being of Creole descent with a brown complexion, slim build, standing approximately 5 feet 10 inches tall, and weighing about 118 pounds.
Anyone with information on his whereabouts is urged to call contact Crime Stoppers at 922, use the P3 mobile app, or report to the nearest police station.
