Phased rollout of new Ozone layer protection regulations,2025

The Department of the Environment (DOE) is pleased to announce a staged implementation of the regulations that reinforce Belize’s commitment to environmental preservation and the protection of the ozone layer. The Environmental Protection (Ozone Layer Protection) Regulations, 2025 (SI No. 95 of 2025) will strengthen the management and control of refrigerants and refrigerant-based equipment across the country.

To ensure a smooth transition for businesses, importers are hereby advised of the initial phase, which highlights new procedures, updated fees, and compliance requirements.

For Businesses and Importers:

Any entity importing controlled substances (like HCFCs and HFCs) and/or refrigerant-based equipment must follow a new two-step process:

  • Compulsory Registration: Importers must register with the Chief Environmental Officer. There is a BZ $1,000.00 non-refundable fee.
  • Transaction Licensing: Once registered, a license is still required for every import/export via the Online Permit & Application Licensing (OPAL) System.
  • Prohibited Items: The importation of Chlorofluorocarbons (CFCs), 1,1-dichloro-1-fluoroethane (R-141b) and equipment containing Chlorodifluoromethane (R-22) remains strictly prohibited.

For Households (Personal Use):

  • Simplified Approval: Individuals importing up to two units for the year (e.g., 2 refrigerators, 2 ACs or 2 freezers for home use) can get an exemption letter.
  • Fee: There is a $25.00 fee for this exemption letter.

Next Steps: Full implementation and required compliance will be in effect within the next three months. While this transition period has officially begun, the DOE will be conducting public awareness.
