By Breaking Belize News Staff (HP): The Public Service Union (PSU) has forcefully condemned a recent press release from the Belize Agricultural Health Authority (BAHA), labeling it as “rife with misleading statements, spurious accusations, and a clear attempt to intimidate the Union.”
In a release, the PSU stated it “categorically rejects BAHA’s assertions” and will not be “lulled into silence” while accusing the Managing Director of BAHA of continuing to “abuse her authority and flout the established disciplinary process.”
The core of the dispute centers on the Collective Bargaining Agreement (CBA). The PSU refutes BAHA’s claim of “not involving in recent disciplinary matters” as a “deliberate misrepresentation of the facts.” The union asserts that under the CBA, BAHA has a “fundamental and non-negotiable obligation” to inform and involve the PSU in any disciplinary process from the very beginning, especially when dismissal is a recommended outcome.
The PSU called BAHA’s failure to adhere to this, as mandated in Schedule Four (Disciplinary Process) of the CBA, a “blatant violation” and “a point of pride” for the authority.
In response, the PSU has declared it will take several decisive actions:
- Formally challenge every unilateral disciplinary decision made by the BAHA Managing Director that bypassed the established procedures with the Ministry of Labour.
- File a formal complaint with the Tripartite Body against BAHA for its “systemic failure” to adhere to the CBA’s provisions, particularly regarding the Disciplinary Committee.
- Publicly call out the Managing Director of BAHA “each and every time she abuses her authority” and sidesteps the disciplinary committee.
The union stated it will not allow its members to be “subjected to arbitrary and capricious actions disguised as ‘proportionate disciplinary action.’”
While the PSU remains “ready and willing to engage,” it insists that a true resolution requires all parties to “act in good faith,” something it accuses BAHA’s current leadership of being “unwilling to do.” The union concluded by reaffirming its commitment to defending public officers and “fighting for justice and fairness in the workplace.”
