The Ministry of Blue Economy and Marine Conservation proudly announces the appointment of Dr. Abel Antonio Carrias as Regional Director of the Central American Fisheries and Aquaculture Organization (OSPESCA), the specialized fisheries directorate of the Central American Integration System (SICA), for the 2025–2029 term. Dr. Carrias was unanimously selected by the Council of Ministers of OSPESCA during its official session on September 24, under the leadership of OSPESCA’s Pro Tempore President, Mr. Roberto Linares, Minister of Agricultural Development of Panama. This appointment marks a significant milestone for sustainable fisheries and aquaculture in Central America, highlighting Belize’s leadership in regional marine conservation.

Dr. Carrias brings over 14 years of multidisciplinary experience in environmental governance, spanning government service, international consultancy, academia, and the private sector. He holds a Ph.D. in Fisheries and Allied Aquaculture from Auburn University in the United States and is widely recognized for translating complex scientific research into actionable public policy. In his new role, he is well-positioned to lead intergovernmental collaboration across SICA member states.

Throughout his distinguished career, Dr. Carrias has demonstrated a strong commitment to regional cooperation and sustainable fisheries. He previously served as the One Health Technical Advisor for the Selva Maya Project, a trinational environmental initiative among Belize, Guatemala, and Mexico. He has also spearheaded over 25 national and regional projects in partnership with international agencies such as the Food and Agriculture Organization, Caribbean Development Bank, World Wildlife Fund, and The Nature Conservancy. His work has focused on capacity development, sustainable aquaculture systems, fish health, and policy innovation through scientific diplomacy.

Dr. Carrias expressed his honour at being entrusted with the role, emphasizing his commitment to advancing a harmonized regional agenda, applying ecosystem-based management, and ensuring the long-term sustainability of marine and aquaculture resources throughout Central America.
