The Karl Heusner Memorial Hospital Authority Workers Union (KHMHAU), the Karl Heusner Memorial Hospital Authority (KHMHA), and the Ministry of Rural Transformation, Community Development, Labour, and Local Government, jointly announce the successful settlement of the long-standing pension dispute at the Karl Heusner Memorial Hospital. The dispute, reported to the Minister in June 2025 under the Settlement of Disputes in Essential Services Act, arose from differences regarding pension eligibility for employees who served between 2001 and 2017.
Through a process of structured dialogue and mediation facilitated by the Labour Commissioner and her team, the parties have signed an Agreement that provides for an ex-gratia payment to qualifying employees. Under the Agreement, current qualifying employees will receive payment by December 31, 2025, and former employees will be paid by December 31, 2026, upon proof of employment.
To ensure fairness and transparency, a joint committee, made up of three representatives from KHMHA management and three from the Union, will review and confirm the list of qualifying employees. This collaborative mechanism will safeguard accountability and build confidence in the process.
This joint achievement demonstrates the power of social dialogue in resolving complex workplace issues in essential services. It reflects the Ministry’s commitment to industrial harmony, the Authority’s responsibility to balance institutional obligations with fairness to staff, and the Union’s dedication to securing recognition and justice for its members. Together, the three parties affirm that this Agreement is a milestone in Belize’s labour relations and a testament to what can be achieved through cooperation, dialogue, and mutual respect.
