By Zoila Palma: Mexico has announced new quotas on footwear imports from China in an effort to protect its domestic industry from what officials described as unfair trade practices.
Following an investigation, the Ministry of Economy determined that large volumes of Chinese shoes were entering the country under “dumping” conditions that undermined local producers.
As a result, the government will impose compensatory quotas ranging from 54 cents to $22.50 per pair on imports priced below $22.58.
The measure takes effect September 4 and will remain in place for five years, with the option to extend, Yahoo Finance reports.
The announcement comes alongside additional steps by President Claudia Sheinbaum’s administration to shield Mexico’s footwear sector.
Last week, the government issued a decree restricting finished footwear imports from entering under the IMMEX program, which was originally designed to allow duty-free imports of raw materials for manufacturing.
Officials noted that imports of finished shoes under IMMEX surged 159 percent in volume and over 60 percent in value last year, while footwear exports failed to grow proportionately—a sign the program’s intent was being misused at the expense of Mexican workers.
Sheinbaum stressed the need to defend jobs and preserve competitiveness in the national footwear industry.
The restrictions, in effect since August 29, follow similar measures imposed last year on finished apparel imports.
