By Aaron Humes: The Elections and Boundaries Department (EBD) has publicly issued the Writ of Referendum made by Governor-General Dame Froyla Tzalam for a referendum to be held on the issue of cannabis on October 8, 2025 solely for the island of Caye Caulker in the Belize Rural South Electoral Division.
The Governor-General said she was satisfied that, as approved by the EBD, 25 percent of voters on the island signed a petition asking that a question be put: “The Government of Belize should pass legislation to create a responsible, regulated and taxable legal cannabis industry on the island of Caye Caulker with a portion of the revenue going for the benefit of Caye Caulker and its residents,” and that this question is of sufficient public importance that it should be submitted to voters for a referendum.
The referendum will be held according to the Referendum Act, Chapter 10 of the Laws of Belize and is open solely to Caye Caulker residents, who vote in polling area 34. At the general election in March, a total of 1,356 voters were registered to vote on the island and closing date for voter registration is September 11.
The Department has named Chief Environmental Anthony Mai as returning officer and public servant Rigoberto Quintana as election clerk.
