Opinion: Belize must diversify its service exports—Before the next shock hits

By Horace Palacio: Belize can’t keep gambling on tourism alone. It’s time we said it plainly. A country that relies on one main export—especially a volatile one like tourism—is sitting on a shaky foundation. One storm, one recession, one pandemic, and we’re suddenly exposed. If we want to build real economic resilience, Belize must diversify its service exports—and we must do it now.

Tourism is vital, yes. But look around the world. Countries our size—or smaller—are exporting services that go way beyond leisure. Estonia exports cybersecurity expertise. Rwanda exports financial tech and drone logistics. Jamaica has become a regional hub for call centers and business process outsourcing (BPO). The Philippines? It brings in over $30 billion USD annually from customer service, IT support, and remote services. That’s not luck. That’s strategy.

So why isn’t Belize doing the same?

We speak English. We’re in the same time zone as the U.S. We’re politically stable. These are prime advantages for building a strong service-export economy. But we’re not capitalizing on them.

Let’s break down what diversified service exports could look like for Belize:

Business Process Outsourcing (BPO): Data entry, customer support, virtual assistant services—countries like Guyana and the Dominican Republic have built entire BPO sectors employing thousands. Belize has already dipped a toe in, but now it needs a full dive. Offer incentives. Train youth. Open the doors to investors who bring long-term job creation—not just beachfront development.

Medical Tourism: Countries like Costa Rica, Mexico, and even Guatemala are pulling in patients from the U.S. who want affordable, high-quality care. Belize has the advantage of being English-speaking and close to North America. With targeted investment, we could develop clinics, recovery centers, and health packages that attract international patients.

Digital Services: Website development, coding, copywriting, animation, video editing—there’s a global demand for digital work. Look at Ukraine before the war. It was a powerhouse for IT outsourcing. Look at Trinidad & Tobago—now training youth in animation and gaming. Belize’s creative youth deserve real platforms to export their talent, not just wait tables or work front desks.

Education and Training Services: Online tutoring, exam prep, certification programs—these are booming globally. If India can export private math tutors to the U.S., why can’t Belizean educators teach English, business skills, or regional history online? There’s money in knowledge—we just need to digitize and package it.

Financial Services and Compliance: The Bahamas, Malta, and even Mauritius offer financial services to the global market—some specialize in accounting, others in legal compliance or remote company formation. Belize already has a base in offshore finance; we can rebuild that into something cleaner, more compliant, and exportable.

Eco and Climate Advisory Services: Our expertise in marine and jungle conservation could be exported. NGOs in Belize already lead regional research. Why aren’t we exporting that through consultancy, partnerships, and digital products?

To get there, we need infrastructure—real broadband, not patchy Wi-Fi. We need education that trains youth for these industries. And we need bold leadership that isn’t obsessed with ribbon cuttings and hotel groundbreakings but is willing to seed new sectors.

Diversifying our service exports won’t be easy. But neither is depending on a single industry and praying a hurricane doesn’t ruin high season.

The next Belize must be smarter, more agile, and more ambitious. Our future isn’t just sandy beaches. It’s digital, professional, creative, and global. And the rest of the world is waiting.

Let’s stop waiting too.
