Why Belize needs to strengthen its passport – And what it takes to get there

By Horace Palacio: A passport is more than a travel document — it is a symbol of national identity, international trust, and global opportunity. And while Belize’s passport offers modest travel access, the time has come to ask the hard question: Why is it still so weak — and what will it take to strengthen it?

According to the latest Passport Index, Belize holds a mobility score of 102, allowing visa-free access to 58 countries, visa on arrival in 39, electronic travel authorization (ETA) in 5, and visa requirements for 96 countries. With a passport power rank of 44 and global reach of just 51%, Belize falls behind not only advanced economies, but also many Caribbean peers like Barbados and The Bahamas.

Perhaps most tellingly, Belizean passport holders still require visas to enter the entire EU Schengen Area, including economic powerhouses like Germany, France, Italy, and Spain — an indication that our passport lacks the diplomatic and security trust to meet global mobility standards.

This matters — deeply. A stronger passport means more than just easier vacations. It affects education access, business expansion, international partnerships, and investor confidence. When your citizens can’t move freely, neither can your ideas, your industries, or your influence.

So why hasn’t Belize caught up? The answer lies in poor governance, policy gaps, and repeated scandals that have undermined the credibility of our citizenship.

Cases like the Citizen Kim passport scandal — in which a South Korean fugitive received a Belizean passport while under international arrest — have shaken international trust. But these aren’t isolated incidents. Loopholes in the Immigration and Nationality system, reports of citizenship-for-sale, and weak internal vetting have created a perception that Belizean nationality can be bought, not earned.

When countries like Germany or Canada evaluate visa waivers, they aren’t just looking at tourism trends. They’re examining the strength of your background checks, the security of your biometric systems, and the track record of your passport holders. Belize, to date, has not made a compelling case.

To change that, we need more than hope — we need reform.

Here’s what it will take:

  • Full digitization of immigration and nationality records
  • Biometric passports with robust forensic vetting
  • A transparent, auditable citizenship process
  • An independent Passport Oversight Commission
  • Diplomatic engagement with high-value countries like the U.S., Canada, and the EU
  • Zero tolerance for abuse and immediate revocation of fraudulently obtained passports

Countries like Singapore, Chile, and St. Kitts & Nevis have shown that a strong passport is not about size or wealth — it’s about trust, process, and global respect.

If Belize wants to elevate itself in the eyes of the world — if we want our citizens to be seen as trustworthy travelers, students, professionals, and investors — we must clean up the system that defines who we are abroad.

Because until then, the Belizean passport will remain a symbol of missed potential — in the hands of citizens who deserve far more than long visa lines and raised eyebrows at foreign borders.
