International News: U.N. Chief to present Haiti Security plan to address Gang Violence

By Zoila Palma:  U.N. Secretary-General António Guterres announced he is ready to present a proposal to the U.N. Security Council aimed at addressing the security crisis in Haiti, the Miami Herald reports.

The plan, which builds on the current Kenya-led multinational mission, would involve the U.N. assuming responsibility for logistical costs and paying force salaries through an existing trust fund. Guterres emphasized the need for an effective force to combat the gangs that control much of Haiti’s capital, Port-au-Prince.

The U.S. has pledged over $600 million to support the mission, but funding shortfalls have hampered its effectiveness.

While the U.S. has supported a transition to a formal U.N. peacekeeping operation, there is uncertainty over whether Russia and China will back the proposal.

Guterres is expected to submit his proposal by February 28, with a focus on enhancing international support for Haiti’s struggling security forces.

This announcement comes amid growing concerns about gang violence, with 90% of Port-au-Prince under gang control.

Caribbean leaders at the CARICOM summit reiterated the need for a unified response to the crisis.
